जमशेदपुर पश्चिम के विधायक सरयू राय ने मानगो पेयजल परियोजना से जुड़ी बालीगुमा पानी टंकी को चालू करने की योजना को आगे बढ़ाने के लिए स्थल निरीक्षण किया। उन्होंने डिमना चौक से डिमना नाला डिमना चौक से डिमना नाला तक एनएच-33 के किनारे वाले इलाके का सघन भ्रमण किया, ताकि वाटर ट्रीटमेंट प्लांट से पानी की टंकी तक पाइपलाइन बिछाने के लिए सबसे उपयुक्त मार्ग तय किया जा सके। इस दौरान उन्होंने भारतीय राष्ट्रीय राजमार्ग प्राधिकरण भारतीय राष्ट्रीय राजमार्ग प्राधिकरण के इंजीनियरों और अधिकारियों से विस्तार से चर्चा भी की, खासकर एनएच पर प्रस्तावित ऊपरी संरचना ओवरब्रिज के साथ पाइपलाइन के समन्वय को लेकर।
एनएचएआई द्वारा पाइपलाइन मार्ग पर वैकल्पिक सुझाव
एनएचएआई के अभियंताओं ने सरयू राय को बताया कि यह धारणा सही नहीं है कि हमलोग पाईपलाइन बिछाने के पूर्व निर्धारित मार्ग में अड़ंगा डाल रहे हैं। चूंकि इस स्थान पर उपरी मार्ग का रैम्प बन रहा है, इसलिए रैम्प बनाते समय पाईपलाइन को कोई नुकसान न हो, इसीलिए एक वैकल्पिक मार्ग का सुझाव दिया गया। अभियंताओं ने कहा कि पेयजल एवं स्वच्छता विभाग डिमना चौक से डिमना नाला तक एनएच के यूटिलिटी मार्ग से पाईपलाईन ले आए। एनएचएआई इस मार्ग से लाईन खींचकर चिन्हित कर देगी ताकि निर्माण में सहूलियत हो। इसके बाद पाईपलाइन को नाला के आशियाना वाले किनारा से होकर उस पुल तक ले जाए, जिसे जयपाल कालोनी से सुकना बस्ती को जोड़ने के लिए बनाया जा रहा है। वहां से डिमना नाला पार कराकर पाईपलाईन को बालीगुमा टंकी तक ले जाया जाए। उनका यह भी कहना था कि अगर संभव हो तो एक ढांचा खड़ा कर पाइपलाइन को उसके पहले किसी उपयुक्त स्थान पर डिमना नाला पार करा दिया जाए।
डिमना नाला पर पाइपलाइन के लिए वैकल्पिक और चरणबद्ध मार्ग प्रस्ताव
एनएचएआई का निर्माण कार्य कर रहे अभियंताओं ने राय को एक अन्य विकल्प भी सुझाया, जिसके तहत डिमना चौक से डिमना नाला तक पाइपलाइन एनएच के किनारे यूटिलिटी एरिया से होकर बिछायी जाए और पाइपलाइन को डिमना नाला के नीचे वाले आधार तल पर डालकर नाला पार करा दिया जाए और नाला के पार सुकना बस्ती के पूर्व निर्धारित मार्ग से होकर बालीगुमा टंकी तक ले जाया जाए। जब तीन-चार माह में डिमना नाला पर एनएचएआई की पांचवीं पुल तैयार हो जाए तो पाइपलाइन को डिमना नाला के आधार तल से पुल के किनारे पर स्थानांतरित कर स्थायी रूप से स्थापित कर दिया जाए।.jpeg)
दो विकल्पों पर सहमति व सर्वे का निर्णय
राय ने बताया कि मौजूद सभी लोगों ने पेयजल पाइपलाइन के दो विकल्पों पर चर्चा की। पहला विकल्प डिमना नाला के आशियाना किनारे से बालीगुमा टंकी तक पाइपलाइन ले जाने का था, जिसे प्राथमिकता दी गई। दूसरा विकल्प डिमना नाला के आधार तल से सुकना बस्ती होकर बालीगुमा टंकी तक पाइपलाइन ले जाने का था, जिसे द्वितीय प्राथमिकता दी गई। तय हुआ कि दोनों विकल्पों की जानकारी पेयजल एवं स्वच्छता विभाग के कार्यपालक अभियंता को दी जाएगी। इसके बाद राय ने विभागीय अधिकारियों के साथ बैठक कर स्पष्ट किया कि एनएचएआई द्वारा बालीगुमा टंकी तक पाइपलाइन ले जाने में कोई अड़चन नहीं डाली जा रही है, बल्कि इस बारे में गलतफहमी फैली है। कार्यपालक अभियंता ने आश्वासन दिया कि दोनों मार्गों का अध्ययन और सर्वे कर सबसे उपयुक्त विकल्प चुना जाएगा और उसी के अनुसार पाइपलाइन का कार्य आगे बढ़ाया जाएगा।
तकनीकी निर्णय पर जोर और शीघ्र पेयजल आपूर्ति की उम्मीद
राय ने कार्यपालक अभियंता को निर्देश दिया कि पाइपलाइन का वैकल्पिक मार्ग तकनीकी और वित्तीय दृष्टि से सही होने पर ही बालीगुमा टंकी तक नियमानुसार ले जाया जाए। उन्होंने कहा कि किसी के दबाव में नहीं, बल्कि स्वतंत्र रूप से निर्णय लिया जाए, ताकि सही निर्णय होने पर दो दिनों के भीतर कार्य शुरू हो सके और छह वर्षों से निष्क्रिय पड़ी टंकी से पेयजल आपूर्ति शीघ्र शुरू हो सके। इस मौके पर कई स्थानीय नेता और नागरिक मौजूद रहे।
